Background of the Study:
Global legal frameworks play an essential role in regulating the arms trade to promote international security and prevent the proliferation of weapons. The Arms Trade Treaty (ATT) represents a landmark international agreement aimed at establishing common standards for arms transfers and ensuring that such transfers do not contribute to human rights abuses or fuel conflicts (Peterson, 2023). This study examines the effectiveness of the ATT in regulating arms sales and controlling the flow of conventional weapons across borders. It explores how the treaty’s provisions are implemented by signatory states and the challenges associated with compliance and enforcement. The research integrates case studies, legal analyses, and data on arms transfers to evaluate the impact of the ATT on global arms markets. It also considers the interplay between national security interests and international legal obligations, highlighting the tensions that arise in balancing these priorities (Martinez, 2024). By assessing the treaty’s influence on arms trade practices, this study aims to provide insights into the strengths and limitations of current global legal frameworks in promoting peace and security.
Statement of the problem:
Despite the establishment of the Arms Trade Treaty, the regulation of arms sales remains inconsistent, with significant gaps in implementation and enforcement among member states (Chukwu, 2023). The lack of uniform compliance and the challenge of monitoring illicit transfers undermine the treaty’s effectiveness. This study seeks to address these issues by evaluating the impact of the ATT on global arms trade regulation and identifying barriers to its full implementation.

To assess the effectiveness of the Arms Trade Treaty in regulating arms sales.
To identify challenges in the implementation and enforcement of the treaty.
To propose recommendations for improving global legal frameworks for arms regulation.

Significance of the Study:
This study is significant as it provides an in-depth analysis of international legal mechanisms governing arms sales. The findings will inform policymakers and international organizations on ways to strengthen legal frameworks, ultimately contributing to enhanced global security and the reduction of illicit arms flows (Lawrence, 2024).
